| Even if a state has not adopted Hindi as the official language it can communicate with the union or state that has adopted Hindi as its official language in Hindi. For communication between one Ministry and another, between a Ministry and a Company under the jurisdiction of the Central Government, between any two or more Corporations or Companies, etc., of the Central Government, communications could be in English or Hindi. The Hindi communication shall be accompanied by English translation. Both English and Hindi shall be used in resolutions, general orders, etc., in administrative and other reports and official reports laid in the Houses of the Parliament as well as in contracts and agreements executed by the Central Government. |

| 423.12.2.2 : LANGUAGE COMMISSIONS AND COMMITTEES |
In the Post-Independence India, the language used in the administration at both the state and the union levels are governed by the constitution and Official Language Acts and are guided by the advice of Official Language Commissions, etc. |
| Regarding language use, the commission considered preparation and standardization of the necessary special terminology, translation of rules, Regulations, Manuals, Handbooks and other procedural literature into Hindi as prerequisites of a change over (from English to Hindi). And while doing such translations it advised for a measure of uniformity in the translations of this procedural literature. |
The policy framework for the use of language in Administration is elucidated in the Constitution and some of the Official Language Acts of the union and states, reports of the Commission and Committees have taken care of the sentiment of the users of the language in Administration and those administered in their respective sphere of union and states. In order to implement the policy the following measures and strategies are adopted by the union and states. |

providing adequate and necessary technical terms, |
ii) |
providing bilingual and multilingual glossary, |
iii) |
providing Mannuals and Acts in the concerned official language. |
