423.11.2.3  : HINDI IN BANKING

Prior to the implementation of Government's Official Language Policy all the proceedings in a Bank (Banking Operations) used to be in English. But now it is compulsory to prepare all the material in English and Hindi. The items which should be in two languages are listed below -

Ads, Tenders, Licence, Permit, Circular, Official Orders, Press Notification, Notices, Contracts, Letter-Head, Codes, Mannuals, Annual Reports, Forms, etc.

The Banking material is either (a) temporarily translated literature or (b) permanently translated literature. The first group includes - Ads, Tenders, Circulars, Official Orders, Press Notifications, Notices, Annual Reports, etc. The second group includes Contracts, Licence, Permit, Letter-Head, Code, Forms, Mannuals, etc.

Once a permanent literature is translated there is no need to again translate it for a long time. This literature should be accurately translated as this may be quoted elsewhere. Suppose a party incurs into some losses due to some material of translated nature, then the Bank / financial company has to pay for the loss. Naturally this type of translation needs subject-knowledge more than the knowledge of language in which a material is to be translated.

The need to work in Indian languages arises due to the fact that the major branches of nationlised banks are in the rural areas and the customers - many of whom are uneducated - belong to various spheres of society such as farmers, masons, labourers, small merchants and people involved in self-financial small scale industries or small private business. A need is felt to provide bilingual forms to these people for all bank transactions. Normally, illiterate customers seek help of bank employees to fill the form and apply for loans, etc. The only solution was to three languages - Regional language, Hindi and English.
